Over the last 2 years PHR-UK has played a leading part in the campaign of the coalition of which it is a founder member, the International Campaign to End Genocide, for the creation of a focal point on genocide, to be based in the office of the UN Secretary General, and timed to mark the 10th anniversary of the start of the Rwandan genocide.
The focal point was to monitor conflict for the development of genocide so the Security Council can act to stifle it promptly. Bernie Hamilton met with Kofi Annan and Lamin Sise in March 2003 and was invited to discuss the proposal at UN HQ in New York last October.
In the weeks leading up to the anniversary the campaign was stepped up and on April 7th we learnt that a post of Special Advisor was to be created.
On July 12 Kofi Annan announced he has chosen Juan E. Méndez as his first Special Adviser on the Prevention of Genocide.
